Epeated outgoing failure and impolite costumer care executives

Am using a BSNL CDMA number 962155118, last weekend i.e. on 4th-5th june there was no outgoing on any cell numbers, and every call was disconnected the message "network is busy now", and ths week end also (11th-12th june) its showing the same problem, even last weekend i got my comlaint registered with the bsnl on no.1502, the complaint number of previous comlaint is lost, and the complaint number of 11th june complaint is-F11UP1102833.

and the costmer care executive "Manoj" with whom the second complaint was registered was highly impolite and non cooperating.

pls help me resove this problem, as every weekend, when its peak time to call family and friends the BSNL makes ne totally inaccessible.
