Unnecessary deduction of balance thru Utsav Pack

I have not given any request of ustav pack. but every week they deducted Rs.5/- for the same. also deducting Rs.1/- every night 11:00p.m. saying your last call Rs.1.00/-. When i visited bsnl office. nobody knows what is utsav packe? also unable to tell me how same activativated on my cell. and how i deactivate it. i have lost more than Rs.100/- balance due to this.
