Deduction Of Balance

Myself Rajeev Kumar, I have two bsnl sim & bsnl network is very week in my village so on night we switch off our bsnl when we switch on the next morning we got one-one messages in both mobiles that "Thank you for using value pack service. You have been charged Rs 10." When we call C Care they told us that you respond one call from company at 7:28 am on 7june. Sir please tell me how we recieve a call when our mobile is switch off & by Rules of TRY no call & message from company during 10pm-9am.
