Barred Outgoing & In coming Call

I have been barred of my out going & Incoming Calls on my no. 9432266087. I have my bills paid up till date but still the outgoing call have been barred. Several time called up to customer care for help but turned to null & void result. Plz help, I am getting freezed without mobile.
