Unauthorised deduction of amount

I am a prepaid mobile subscriber of BSNL. An amount of RS 15 is deducted by BSNL in the name of FIFA service from 59595015 without my authority every month. I have not subscribed to any FIFA service nor do I want to know what it is. I have spoken to your customer care also but even he didnt know what was it and just registered my complain without any response till now. How can such a big company carry on unauthorised deduction and give a casual attitude? This has been going on for several months. I would want the company to return back all the deductions made so far.
