Deactivation of Radio mobile service

I have BSNL Cellone Prepaid no. 09478979139

BSNL is deducting 25Rs. every month after sending a message about some Online Radio Service. I have registered complaint in BSNL call centre many times in May and June. They assured me that this service has been deactivated, but this service has not been deactivated till date.
