Unable to port from BSNL to Vodafone

I have put a request to port my BSNL no. 9472349873 into Vodafone on 20-May with UPC code BB321177. A timeline of 7 days was given to me. But now its been 10 days & there is no positive sign from BSNL. It is not letting port my no. in Vodafone saying that I have done a contractual agreement with them. I have never done any such illogical agreement with them & have provided a written declaration regarding the same to Vodafone officials. But still BSNL is not ready to help.

Please heelp me out because I cant put balance in my BSNL no. assuming that it will be forfeited. Hence I am unable to use my no.
