Landline instrument not working

My landline number 040-27604457 instrument with caller ID facility is not working since last one month. I have lodged atlest 15 to 20 times complaints with BSNL for replacement of instrument. But everytime, some one from BSNL telephones and enquires whether the phone is working or not. I always take pains and explain about my problem that my telephone instrument needs to be replaced as I am now forced to use one borrowed Airtel instrument. Then they say O.K. and simply close my complaint as closed. I am vexed with this sort of service of BSNL. They are taking rentals without providing any service. This is against all laws.
