Dead telephone and broadband

I have a telephone connection with broadband service attached to this number provided by BSNL The tel no is 033 22903986. Since 5th May telephone and broadband was dead. On 18th May again I complained. The phone worked for a day and was again dead Only net was working. Till date every time I complain I get new complain no, Bust the phone has not been working. BSNL charges for full month but half time we do not get service. My latest complain no on 26th May is F 4975.
