Phone is dead twice in a week

Hi - I moved to Purva Panorama, Bannerghatta Road, Bangalore last Nov from Hyderabad and have taken BSNL connection for my internet and landline use. Since then, my phone is dead atleast twice a week on an average for the past 10 months. They always comeup with a lame excuse that there is come digging going on and thats the reason the wire is getting disconnected. I pay Rs900 per month only for the broadband plan and I can hardly use it because most of the time it is not working. I cant assure my office that I can work from home because of thia. Kindly help me where should I escalate it further.
