BSNL Land Line dead since 1 yea

My phone remains dead 15-20days for every month since last 1 year having no. 02744:271171 which come in RTO Deesa telephone exchange.

Line men never comes to our home to confirm the error solved. Phone is not working and still BSNL charges monthly rental for full month. Which is real Loot.
