For Billing Mistake

Sir my Home Land-line No. is 01651-222826 & 01651-220825. I have two phone no. on single bill. I have free punjab plan on my land-line. But from 3 bills i am getting higher billing amount. I am paying for that i have not used. For this i go to S.D.O. rampura phul but he said to go bathinda then after i have gone bathinda but they said this problem is from Chandigarh. I have contact with cgm Punjab but he was not available & his P.A. said my problem will be solved in 1-2 days. but from that day i have payed two bills. No one is listening my problem. Please give me a relevant solution.
