Landphone not working 2 months

Now morethan two months my landphone not working, than i make complaint many times in koduvally tel-exchange kozhikode dist, but no any action from their side, i think disconnect BSNL and take an another phone, now i use 13 years but i am not satify, time waste and tension pls provide the way to solve the problem, we paying rent without any break we dont have any right?
