Phone dead since 107 days

My phone number is 0512- 2452719.From last more than three and half months my phone is not working. I made several complaints but i was told that the cable has been cut by P.W.D and it will take sometime. I then, contact to S.D.O on their mobile no i.e.. 9450932643 .Last week when i made another complaint then, S.D.O told me your phone will be working from that evening but, i am sorry to say that till date it has not started to work. I am very dissatisfied by misguiding of S.D.O. Is there any chance to being repaired my phone or i must surrender the same to bsnl.
