Applied for Landline but they gave me WLL

Hi, I have applied for BSNL Landline some 2.5yrs back. At that time they gave WLL-Phone instead of landline. For the last 2 yrs I am asking the line-man to replace the WLL-Phone with the Fixed Landline, but that line-man named "Venkt reddy" is really irritating me. Please take proper action on him. Thanks
