New Telecom connection

I have deposited Rs. 2, 800 along with all the required documents for new land-line and wi-fi internet connection on 18th Oct bearing receipt number BBR3010318101000028. Locations: 201, Subhashree Complex, Gobinda Prasad, Bomikhal, Bhubaneswar

Till now I haven t received any service and my money is blocked unnecessarily. Several times I have met the GMTD, Bhubaneswar and other officials like Mr. Biranchi and specially the direct circle officer under Mancheswar BSNL office in Bhubaneswar, (K.P Routray having mobile number 09437084040). But this person has always deferred things saying one or more reasons.

If BSNL will give this sort of service just for a new connection then how can I rely on the after sale service. I need solution on this as soon as possible., else I may go to the extent of dragging the official in court.
