Chargeing balance unnecessiarily

I want to complaint against tata indicom. They themselves activate caller tune on my number (9213942062) and charged Rs 40.They have refunded me Rs 15 on 15th of December. But after so many comlaints (complaint no. – 0724013815 and 0724017013) at their customer care they haven’t refunded me the balance money (Rs. 25). They always said that they will not be able to do anything. Such a big company doing this type of behaviour is redicilous.
