MNP porting clearance

My father have a BSNL (kolkata) prepaid connection since 2006.Due to its poor network, we decided to shift to VODAFONE through MNP. I have submitted all required documents in the vodafone store on 20th jan. From 23rd i am calling vodafone customer care they are telling it will be done when BSNL give us clearance. But when i called BSNL they are giving excuses. Mobile no to be ported: 9433896822. UPC code: BKHA6KTF.
