Unable to send SMS for porting

Hi,

I have been trying to send SMS for Porting my BSNL number to some other mobile service provider, but I am not able to send the SMS. Whereas I am able to send SMS to all other numbers but not to 1900 (Porting number).

I have complained many times to BSNL customer care, but they are misbehaving and ignoring the complaint. Can anybody help me, how can I send SMS to 1900 for Porting my number? I really need help. Whom can I escalate my problem? How can I get it done?
