Bsnl mobile prepaid
Exagerated charges per call

I have bsnl mobile prepaid no. 9423948520. On 1/2 evening I refilled Rs. 55/- to this number. Totay i.e. on 2/2 when I checked the balance which showed as Rs. 41/- . I failed to understand where the Rs. 4/- have been deducted. In fact I tried to contact phone No. 9421629909 but the the call could not materialise and got closed with bipping sound. Why this happening?
