ACTIVATION OF UN WANTED SERVICE AGAIN AND AGAIN

My mobile no. is 9456467617 provider bsnl which always activate any service without information and amount deducted. I complaint so many time to customer care but no action taken so far. The service of bsnl is very poor. i have changed a my own no. from bsnl to uninor due to not satisfaction of service.
