Wrong balance deduction & poor customer services

This is regarding balance deduction of my cell no. i.e. 9424406758, i am calling customer care since 4 month my balance getting deduct automatically, i this it is due to some service activation but used to customer care representative tell that problem will resolve in 48hrs and will get money back too. i never seen such poor services. Reallly now i understood i am using government mobility services which will take long long time.
