Excess billing

I have a nic connection with number 9188015818 and from the beginning an amount of rs 250/- being paid as monthly rental.but since last april an amount of rs 100/- is charging as roaming charges.i never applied for roaming and i made complaint during last july itself to ao (mobile) kollam and as no action from them complainted last month to cgmt bsnl kerala. it has also no response.immediate action is requested to stop the excess billing and to refund excess paid amount with tax.
