Non-Refund of deposit money for three years

I had returned the postpaid mobile sim with no 9419159702 in Mar at the BSNL office in Udhampur when i got transfered from there. Inspite of repeated telephonic complaints the deposit amount has not yet been refunded to me. The TDM and account officers have been giving false assurances of action repeatedly on the matter, with no outcome. My present telephone no is 09488162906 and am located at Sulur, Coimbatore.
