Alance deducted/ service not activated

Mobile number is 9493335499. The balance of 1274/- was deducted and service activation is not yet done. Complaint was booked regarding this problem twice at BSNL Customer Service Center, but we are not getting proper response from the Executives. The Complaint Numbers with dates are AP3112093586 on date 31/12 and AP0401106371 on date 04/01. Executives registered the complaint assuring to resolve the problem within 24 hours but after then they are giving reason that our complaint could not registered due their technical problems.
