Deduction of charges without giving me complete information

I received a url sms about stock information. I clicked it just to see what it is. As soon as i clicked it 30/- were deducted. The reason for complaint is that i was not given enough info about the service.so that i didnt get the time to decide wether i want to use service or not.and i had to lose 38/- on a service i dont want to use. If a govt org is using such false practices then its a pitty for indian people-9456739032
