About loss of my balance ie Rs10 for 2 local sms

SIR today at 8:30am i sent two local sms from my mobile no.8985134718 then the BSNL service provider sent me message that he charged Rs5 for each message even though i had 1paise offer to each sms. Then i call to the customer care 3times but they didn't received my request they use to keep receiver aside after receiving my call. SIR PLEASE HELP ME I AM A STUDENT...
