Dosti offer Activation

I have BSNL jodi sim with number 919477467594 & 919477467595. I am traying to activate the jodi offer (free calling between those two sim) for last 6 month but i failed. Customer care and distributoe point not helping me to activate the offer. Plz help activate the offer to my sim.
