Un limited internet interuption

I have got unlimited internet connection on phone 249065 but the facility of the internet is limited one. It shows error when connected and the next moment it is connected when tried again. It works for some time and again show error of modem. Am I eligible for the connection as it is limited facility on the unlimited option. More over the charged slashed on internet by BSNL are not charged from the custmer. They continue to charge as per old rate and not charge as per new charges. More over, the complaint for the connection is not notted for the second time if the first complaint is not rederssed.
