Phone completely dead

My telephone 23415974 is down since 45 days. We need the services for health reasons. Being senior citizens we also need to contact our children for help as we are alone. Broadband is also down as it is connected to the landline. On line complaint was lodged and the docket no. is 0811/26747.The response from the exchange is not satisfactore.
