Landline is not working

My Landline device which bsnl provided is not working properly and has major problems. Now for the past one month its not working and we cant able to make calls too. I have made so many complaints regarding this device and to replace it. But the officials there saying to buy a new landline device and they cant provide it. Is BSNL wont provide laldline device or local officials r cheatig us not giving the device?
