Activation Fee not returned even after cancllation of the service

I took new post paid connection with number 8308827179 from Idea cellular on 23-03 by submitting all the required documents and with a fee of Rs250/- as activation charges. The connection was activated for 2 days and after that it got deactivated with reason the address verification failed. I have contacted Om Renuka enterprises (idea cellular authorized dealer), Dhole patil road, they mentioned that they will take are of the activation and it will be activated.

I waited 2 weeks and still it didn't activated. I again contacted Om Renuka enterprises and they asked me wait 2 more days. But even after 5 more days it didn't activated.

Finally I visited Om Renuka Enterprises on 23-04 and asked them to cancel the connection and return the amount (Rs. 250/-), they took the sim back and cancelled the connection. But they didn't returned the amount mentioning that, its already paid to idea cellular and cannot be returned.

In short I was cheated by Om Renuka with their false commitments for Rs 250/-.

Please help me to get my Rs 250/- back. I am ready to pay the 2 days activation and call charges.
