Charged money for call not intended to make

I was getting miss calls from a number 923066816680 on 19th July continuously on my cell phone no. 91-7738011498. I thought someone is trying to reach me but call is getting dropped. I called back on the same number and came to know that it was a fraud no. from which miss calls were given on my cell. The system generated response started playing that I won some Prize in some lottery. I immediately disconnected the call as soon as i knew that its just a fake call. When i checked my unbilled uses i came to know that heavy amount is charged on my number for a call i never intend to dial.

Please help me recovering the amount from the caller as any body can get trapped in such pranks and loose their money.
