Problem in phone line

Our phone is not working properly from last year.

I have already contected BSNL office in Moradabad, Uttar Pradesh, so many times with a written application and tried to launch complaint by phone. But I didn't get any favourable response from there side. I'm using this landline from last 10 yars and I have never expected this kind of service from them. I'm very dissappointed and not able to understand that what should I do to get rid of this problem.

Every time I get the same response from this department: "That there is an underground fault." Problem is not solved at all.
