Wrong Billing on Phone Off Mode

We have 25 to 30 CUG mobile connections with Airtel Chennai inspite of phone beeing switched off we got a invoice ofr Rs 1029. we were using huth for the last 7 years from nov 07 we started using Airtel Tel. Pls sort out this issue. Or please give TRAI complaint mial id so that we can raise a complaint.
