Charging without my consultation

I have been charged Rs. 28 for CRBT by BSNL from my main balance of the mobile No. 9425536525 without my request for this service. I have never requested this service and I just donot know how come this can be done by BSNL. I would like BSNL to credit Rs. 28 and 12 which was deducted by BSNL from my prepaid account of mobile no. 9425536525
