Receiving bill even for discontinued line

Airtel Customer Service is Pathetic. I have asked Airtel to discontinue my postpaid service as I was moving out of the Country for a while. Customer Care Confirms that by January-15 number will be disconnected. I paid all the dues till that time frame hoping that i wont get the bill again. But what a shock even at July-20 I am still receiving the bills. Every month they sent a bill to me and I reply to that mail that this number has been discontinued and I won’t pay the bill.

Just want to know, how to file the complaint in Consumer Court for harassing me for sending the bill for the disconnected line.
