Slow replacement process

I had purchased dell streak 3 months ago, and i an have faced many times a same issue regarding the touch, the phone gets strucked while touching it does not responses the touch doesn't works this problem regarding was faced by me 4 times in this 3 months face and i have passed it on to dell service station an they had assured me of phone replacement but they had assured me they will take 10 working days for its replacement but now 20 days been passed but i have not got satisfied and when i had called them the gaved, me answer that the company have not passed it on to them the phone will be there in next week and they have answered me this 3 times in this 20 days so i m facing the serious issue and i want it solved in this week
