Fault when registered not attended but sms sent as the fault is rectified

Sir,

I am resident of pollachi town. My land line no. is 224585. whenever i register fault through 198 i receive an sms informing that the fault in no.224585. has been rectified.but actually the phone is dead.for example the sms reads as

"complaint no. CBPOL52040 against ph.224585 cleared on 7.8.10'.

but the ph. is dead.when i tried the mobile no. from which the sms was sent, it

wasout of reach or not attened.
