Unable to make outgoing and incoming calls

What would irritate your customer more. Mobile not working inspite of recharging the same. My mobile number 09901059280 was recharged with an amount of Rs.220.00. This as per Airtel Customer service adds only to the talktime and not validity. Now on the morning of 15th Jan I recharged my mobile for Rs.210.00 through my account in ICICI Bank Ltd, Bangalore. Even after the recharge I was unable to make outgoing and incoming calls. When I called up the call centre I was told that I have recharged for Rs.211.00. To confirm the same I looked into my online account with ICICI. The amount deducted was Rs. 210.00 only. I spoke to a senior call centre executive. She wanted 4 hours for the same to be corrected. These transactions were done between 9.00 a.m and 9.45 a.m on 15th Jan. Now since I had to receive some important calls I recharged my mobile with another Rs.210.00. But it is 11.00 a.m on 15th Jan and still there are no signs of response from Airtel.
Now at this juncture, who is to be blamed and why the hell should the customer face the brunt. Does Airtel provide the same services in other countries too. An example of world class service being exhibited by Airtel. If there is an option to sue these idiots, I would like to go ahead with it.
