Dead Telephone from one and half month

I have five connection of bsnl landline one of these five is for broadband connection, Except one no.- 0251-2621713, all four lines, 2621712, 14, 15& 16 are out of order since last one and half months. nobody doing his job properly in BSNL office, After asking reason they saying "" Cable fault hai Time Lagega"" Thode din me jo ek line chal raha hai Wo bhi Band ho jayega""Every time i got same answer from BSNL. I tried to Contact to higher authority they also not taking any intiative. What Should I do...?
