Activate service without activating any service

I m 3 year regular prepaid customer of tata indicom, from the company services calls, they are activate the services which i don't won't to activate and they cut the charges immediately and after complaining to customer care, they stop the service (for which they take charges) and are not refund the money this problem is 7-8 times with me.
