Sim regestration failed

Dear sir, im buy the demo sim airtel no is 9651766991 date:20.10. yesterday was my mobile show the disply is sim regestration failed, i call the f.o.s and he told me your sim is delete, my sim balance is 631.00 rs.he told me the sim is waste duplicate sim is not be issued of this no, the balance are not get back.so pls sir u suggest me what is my next step, afterall i am go to the CONSUMER COURT i fill a frod case to airtel company.
