Alance deduduction for incoming

Sir it is being noticed by me that my balance is being deducted for incoming calls also, while i m in local network only, this has been noticed couple of times by me, immediately i called customer care but no executive is available and charges for the same is also being deducted by the the operaters, why is this so, while the complaint is against you and your third class services, why should we pay, you have to refund my amount deducted for incoming calls., otherwise severe action will be taken against the company and its officials incharge.
