Conversion from postpaid to prepaid

Earlier i have an idea prepaid connection which i got converted to postpaid and there was option that i can later (after 3 months period) shift back to prepaid connection.

Now when i wish to convert my postpaid connection back to prepaid the company's relationship counter denying for same reasoning due to problem in system.

What all documents will be required to file a complaint in Consumer Complaint Forum and is there any procedure for online filing of complaint?
