Number barred without info

Last week I have taken idea prepaid no. 8124276040, but now I think that I have made a mistake by getting a idea connection. I have given the same number to my wife today but without any info the incoming & outgoing both has barred. Now I am trying contacting her for some emergency but not able to contact her.

I have contacted to the customer care at 9:50 am but there is no response from their side, even not speaking in a gentle manner.

I have already deposited the documents to the retailer as required by him:-

1. One passport size photo

2. Driving Licence - 9053 F 2001

But customer care representative has told me that documents are not submitted by the retailer.

Who is responsible?
