Unsuccessful recharge of rs 350

I nidhi sharma got my phone recharged on 7th may via mobile banking. the a/c got instantly debited but till today i.e 15th may the phone has not been recharged nor the money returned. the customer care told to wait for 7 daysbut in vain... calling them again they just pass on the call and do not register any formal complaint... fax no. they provided for complaint does not work... dont understand where to complaint...

a small amount nd such a big task of filing just a little complaint...
