Post paid connection

I am using 9924953665 cell number for last almost five years. With intention to switch over to Post paid connection I submitted required documents with a cheque od Rs.200/-.

Due to some unavoidable reasons the deal could not met. The company (Idea) wants me to get this refund in shape of credit in my pre paid connection. Company says any deposit can not be refunded by cash or cheque.

The money paid for the purpose has not materlise how can they force me to continue with prepaid connection. How can they deposit my cheque untill all formalities completed? Even they have not bothered to return my documents.
