SMS outgoing not working

My mobile number is 99670 66261 - out going sms's are not working. Incoming messages are being received.

The call centre is pretty useless - since most times it is not manned and after 5 minutes of pressing various digits it cuts the call, or if the executive answers sometimes then they cut the call.

Please ensure that this service starts - I have also subscribed to an SMS pack and hope that I will not be charged for the same if the service does not work in the first place
