Fraud through e top

I got a call from unidentified person from 919935991514 telling me that i have won some 20, 000/- INR throgh some lucky draw he asked me to just go to nearer retailer so that he can encash that amount to his account. eventually i was at market at that time so i thought lets check this blunder. he told retailer to e top three mobile nos. 9751127538, 9792674106 and 8601927488 worth rs. 3400/- and he did it and i was duped of 3400/-INR.Now is it possible to get the culprit even I am willing to spend another 50000/- to catch and punish him through proper law. If somebody has any information about those nos. pls call me on 9560845580. I have found that the all the nos. are from U.P and caller's from Bareilly.
